The Emancipation Proclamation was issued by President Abraham Lincoln in the third year of the civil war on January 1 , 1863 . It was limited in its scope in many ways but the premise of completely freeing slaves within the United States was born . It was limited in that not all states including those already in the Union were free states it only stated that slaves were freed in states that were still in rebellion against the Union . That also made it impossible to enforce because it was dependent upon the Union winning the war . What it did do was create a type of holy war , binding the troops together under the moral imperative that all men were created equal . The proclamation also made it possible for black men to join the Union Army and Navy and fight for the liberation of slaves as well as earn income designated for the military

Nine months previously , on April 16 , 1862 , President Abraham Lincoln signed a bill ending slavery in the District of Columbia . It was called the Emancipation Act . When it was signed into law it gave compensation of 300 to each loyal Unionist master , and 100 to each former slave who choose to emigrate to colonies outside the United States . In the following 9 months the federal government paid out almost 1 million for the freedom of approximately 3 ,100 former slaves . It may have been because of this large expense that this did not become the model for future liberation of the slaves in other areas
